DNA Testing of Buffalo, Weird!!!!!!!

What do you do if a dispute arouses about the ownership of a buffalo, while the two persons claiming it to be their own. Here in Nellore in Andhra Pradesh-India the incident has occurred where the two persons involved Mr. K. Chandraiah & Mr. M. Mallikarjun both are claiming a buffalo to be their own.

Case went to the Police Station where after long arguments also Police was not able to resolve this weird case & was not able to ascertain who was the real owner of the buffalo. After not getting the proper answer from any source, Police has asked the involved Parties to approach the Animal Husbandry Department & get done the DNA test of the buffalo.

Now the problem is who is going to bear the cost of the DNA test as the cost of the buffalo might be around Indian Rs. 4,000 (US$ 90) only while the DNA testing shall cost around Indian Rs.10,000 (US$ 225). Now can anyone suggest how to resolve this weird matter!!!!!!!!!!!........... DNA test for buffalo!
