Paying Criminals for Surrendering

Bihar, in India is a state where crime is rampant everywhere & now State Government is attracting criminals to surrender by offering to pay them for it.

State government has offered criminals Indian Rupees 10,000 ($222) if they surrender.

Government has also offered monthly 'income' of Indian Rupees 3,000 ($66) to every criminal who surrenders.

Rates for arms as per the Government are like this if a criminal gives it up:

• Indian Rupees 25,000 ($555) for a light machine gun , a rifle or a rocket launcher
• Indian Rupees 15,000 ($333) for AK-47 guns
• Indian Rupees 3,000 ($66) for pistols, revolvers, and old rifles.

As per Government 191 criminals have till now surrendered for the bounty & more are being enticed for it. Is it not a weird method to get rid of criminals in the state?
